Contact number of makati post office?

i sent a registered post from australia to makati phils and the recipient got a notice whom she paid for a small amount saying that there's a parcel for her that she needs to get from the post ofc. & when she got there the person from the post ofc opened the small package in front of her & then asked for two thousand pesos in order to claim the package that i sent.. is it legal? i never thought that you have to pay that much just to claim the registered post
