Do people with darker skin color feel hotter in the sun then lighter colored?

For example, if it was 95 degrees out and there was a light white person and a dark black person who would feel warmer? Is the sun attracted to darker colors? I dont care about melanin and all of that I just want to know who would feel hotter and why. THANKS :)
