Isn't it time something was done about procreation of stupid people?

Intelligent people are having fewer children but stupid trailer trash starting at the age of 13 are pumping them out like clowns from a funny car just for the government food stamps. With the world population doubling in the past 40 years to 6.9 billion. Isn't it time something was done.
